Building skills for health priority setting
We support ministries of health, national agencies, HTA bodies and academic partners in building the skills needed to design and manage health priority-setting and health benefit package processes. Our training combines practical workshops, applied learning and ongoing technical support.
Our Training
Strong priority-setting systems require skilled professionals, clear decision-making processes and institutions that can use evidence in practice.
Our training is tailored to the needs of ministries of health, national insurance agencies, HTA bodies and academic partners. We provide training in Health Technology Assessment, Evidence-Informed Deliberative Processes, economic evaluation, costing and stakeholder involvement.
Training is often linked directly to an ongoing national policy process. This allows participants to apply new knowledge immediately while working on real decisions and benefit package reforms.
Our aim is to help countries develop the skills and systems needed to manage transparent and evidence-informed priority setting independently over time.

Types of Capacity Strengthening
- Identifying Training Needs
Using a survey tool based on a HTA competency framework. Based on the needs we are able to map them against existing training programs or develop tailored training programs. We have done this for HTA bodies and ministries in Luxembourg, Malta and Slovenia. - Executive Workshops
Short, focused workshops for policymakers on health priority setting, benefit package design and structured decision-making. - Technical Training Courses
In-depth training in HTA, including economic evaluation, adaptive HTA and costing methodologies. - Embedded Technical Support
Hands-on mentoring during active benefit package revision or policy reform processes. - Academic Supervision and Teaching
PhD and postgraduate supervision, as well as contribution to (Master and Bachelor) university programmes in health economics and HTA. We also offer a free e-learning course on the integration of values in HTA (6 European Credits (EC)) to which participants can enrol at any time. - Global and EU-Funded Educational Initiatives
Leadership and participation in global and European Union-funded initiatives and projects aimed at strengthening education and competencies in HTA and evidence-informed health policy.
