About the project
Global Health Priorities is a collaboration between Radboudumc and University College London. We work with governments and international organisations to strengthen how health coverage decisions are made — bringing together expertise in health economics, Health Technology Assessment and policy implementation built over more than twenty years.
About Global Health Priorities
Health systems face increasingly complex choices. Resources are limited, while expectations for broader coverage and access to new health technologies continue to grow. Decisions about which services to include in publicly financed health benefit packages are therefore unavoidable. Yet in many countries, these decisions lack explicit criteria, clear procedures or transparent justification. Global Health Priorities supports countries in strengthening how such decisions are made.
Our work is grounded in Health Technology Assessment and organised through Evidence-Informed Deliberative Processes (EDPs). These processes help define decision criteria, guide the appraisal of evidence and include stakeholder deliberation within formal decision-making systems. This helps ensure that decisions are both rigorous and legitimate.
Within this approach, we use adaptive HTA methods where data or capacity are limited, the UHC Compendium costing tool to estimate system-wide resource requirements, and structured citizen involvement to include societal values and strengthen public accountability.
We connect technical analysis with national policy processes and institutional capacity, so that evidence can lead to formal and sustainable policy decisions.
The programme combines Radboudumc’s long-standing work on evidence-informed priority setting and deliberative decision-making with UCL’s expertise in health economics, global health policy and economic evaluation. Together, we support governments and international organisations, including the World Bank and WHO, in making explicit, transparent and evidence-informed coverage decisions.
Our Team
Bringing together experts from Radboudumc and UCL, our team combines decades of experience in health economics, priority setting and health policy. We work alongside governments and international organisations to strengthen health systems and support evidence-informed decision-making.
